You can lodge an appeal if you received a parking fine (naheffingsaanslag parkeerbelasting / parkgebühr) that you believe was unfairly issued.  You need to lodge your appeal within 6 weeks of the date stated on the fine.

Remission not possible

Submitting an appeal does not relieve you of the obligation imposed upon you. This means that you must transfer the stated amount to us before the specified due date. If your appeal is found to be valid, the paid amount will be paid back to you. 

  • The parking fines to German license plate holders will be sent again. Previously these were suspended by the German Kraftfahrt Bundesamt. This also means that the parking fines for Germans that were not sent due to the delay between October 2018 and the autumn of 2020 have been preserved. In November 2020, a start will be made with the collection of all fines that are still outstanding. This concerns several thousand fines.

    In mid-2018, the German Kraftfahrt Bundesamt (KBA), (the German RDW), had suspended cooperating in the data exchange for the collection of parking fines (after-taxes) because of doubts about the legal basis. These doubts have now been dispelled and holder data for German vehicles will be provided to municipalities again.

    1. I received an assessment. I would like to have the burden of proof. Please send me the photo(s).
      You can request the proof/photo by sending an e-mail to debiteurenvenl [at] maastricht.nl as mentioned on the assessment. Within 5 working days you will receive the proof/photo by e-mail.
    2. I have received an assessment. I would like to request a postponement of payment.
      There is no postponement of payment.
    3. I have received an assessment/indictment/enforcement order. I would like to make a payment arrangement for this.
      A request for a payment arrangement can be sent to debiteurenvenl [at] maastricht.nl as mentioned on the assessment.
    4. I have received an assessment. I want to lodge an appeal (for example because the parking meter did not work).
      You can lodge an appeal online on this webpage or by sending a letter. Lodging your appeal online is preferred because it will then enter the handling agents' workflow immediately. Lodging an appeal does not suspend the payment obligation.
    5. I have received a reminder. However, I have never received the assessment. I can still receive this assessment. You can request a copy of the previously sent assessment via debiteurenvenl [at] maastricht.nl as also mentioned on the reminder. Within 5 working days you will receive an e-mail with the requested copy.
    6. I have received a reminder or enforcement order. However, I have already paid .
      You can send an e-mail to the e-mail address provided with proof of payment.
    7. I have received an assessment. However, I have never seen a receipt under my windscreen.
      That is correct. Nowadays no receipts are placed under the windscreen anymore.
    8. I have received an assassination, reminder / enforcement order regarding the year 2018/2019 from a company Cannock Chase Public which refers to the municipality of Maastricht. Is this a fake? Does this really have something to do with the municipality of Maastricht?
      This is not a fake. The municipality of Maastricht outsources its claims to Cannock Chase Public.

    4. Ich habe eine Veranlagung erhalten. Ich möchte Widerspruch einlegen. Ein Beispiel für einen möglichen Einwand ist beispielsweise, dass die Parkuhr nicht funktioniert hat.
      Sie können online oder schriftlich ihren Widerspruch einlegen. Reichen Sie Ihren Widerspruch vorzugsweise online über unsere Website ein.  Er landet dann direkt im Workflow der zuständige Abteilung. Auf Grund vom Antrag eines Widerspruchs wird die Zahlungsverpflichtung nicht eingestellt.

    5. Ich habe eine Mahnung erhalten. Ich habe die Veranlagung jedoch nie erhalten. Kann ich diese Veranlagung nachträglich erhalten?
      Sie können eine Kopie der zuvor gesendeten Veranlagung über die E-Mail-Adresse debiteurenVenL [at] maastricht.nl anfordern, wie auch in der Aufforderung angegeben. Sie erhalten die angeforderte Kopie innerhalb von 5 Arbeitstagen per E-Mail.

    6. Ich habe eine Mahnung oder einen Zahlungsbefehl erhalten. Ich habe jedoch bereits bezahlt.
      Sie können eine E-Mail mit einem Zahlungsnachweis an die angegebene E-Mail-Adresse senden.

    7. Ich habe eine Veranlagung erhalten. Habe jedoch nie eine Quittung unter meiner Windschutzscheibe gesehen.
      Das stimmt. Quittungen werden heutzutage nicht mehr unter die Windschutzscheibe gelegt.

    8. Ich habe von einer Firma Cannock Chase Public, die sich auf die Gemeinde Maastricht bezieht, eine Veranlagung, Mahnung, Zahlungsbefehl für das Jahr 2018/2019 erhalten. Ist das eine Fälschung? Hat das wirklich etwas mit der Gemeinde Maastricht zu tun?
      Dies ist keine Fälschung. Die Gemeinde Maastricht hat die Einforderung der Veranlagung, Mahnung, Zahlungsbefehl an die Firma Cannock Chase Public in Auftrag gegeben.

  • You are always entitled to lodge an appeal. Whether the appeal is declared valid or invalid depends on many factors. Below are a number of examples. 

    Appeals have little chance of succeeding if:
    • your bank card was not accepted
    • you arrived back at your car too late and the parking time had lapsed
    • the car park ticket machine was broken
    • you were breaking / exchanging money because you didn't have change for the ticket machine
    • you were unaware that this was a paid parking area
    • you feel that the amount to be paid is too high
    Appeals may succeed if:
    • you paid and believe you received a fine unfairly
    • a situation beyond your control or an emergency situation occurred
    • your car was stolen
    • you received a parking fine even though your vehicle was not parked at the location specified on the parking fine

  • It’s also possible to lodge an appeal by letter. The letter has to be signed and must contain at least:

    • your name and address
    • the date on which the appeal was written
    • the reference number of the decision your appeal is lodged against and
    • the reason(s) for lodging the appeal

    We request that you also state your telephone number and (if possible) your e-mail address. The appeal must be addressed to “de heffingsambtenaar van de gemeente Maastricht”, Postbus 1992, 6201 BZ  Maastricht.

  • The cost of a parking fine is the sum of € 69.30 (rate in 2023) and the hourly parking rate that is applicable at the location specified on the parking fine. 

  • We will process your appeal as quickly as possible. In accordance with municipal legislation, we must have concluded your lodged appeal before the end of the calendar year. We make our best efforts to provide a motivated response to your appeal as quickly as possible.
